## How UPSC Tests Emerging Technology

🎯 **Exam priority: Tier-1. Emerging technology questions ask what a term means and what it can do today.** *UPSC asked: the Internet of Things (2018); the applications of 3D printing (2018); augmented versus virtual reality and wearable devices (2019); what AI can effectively do (2020); the qubit and short-range technologies such as RFID (2022); the use of an accelerometer (2023); the Majorana 1 chip and the Paris AI Action Summit (2025); and large language models, the National Quantum Mission and semiconductor plants (2026, provisional key). Mains asked about agentic AI (2026) and the semiconductor industry and the India Semiconductor Mission (2025).*

Four boxes: **AI** (what it is and can do), **connected devices** (IoT, wearables, sensors, AR/VR, 3D printing), **quantum** and **chips and compute**.

## Artificial Intelligence: Concepts, Governance and IndiaAI

## Artificial intelligence

- **AI, machine learning and deep learning:** machine learning is a part of AI in which systems learn patterns from data; **deep learning is a subset of machine learning** using many-layered neural networks (2025 PYQ).

- **Large language models (LLMs)** assign probabilities to possible next words and choose from them, and training minimises prediction error by mathematical optimisation. They can reflect biases in their data, so 'unbiased outputs' is wrong (2026 PYQ, provisional key).

- **Agentic AI** (Mains 2026) refers to AI systems that pursue a goal autonomously: they plan, use tools or software, take multi-step actions and adjust to results with limited human prompting. Uses include scheduling, customer service, research assistance and software testing; the risks are errors that compound across steps, security misuse, unclear accountability and loss of human oversight.

- **What AI can do now (2020 PYQ):** help cut electricity use in industry, assist in disease diagnosis and convert text to speech. UPSC's key did not count writing meaningful short stories and songs, or wireless transmission of electrical energy (which has nothing to do with AI).

- **Global governance:** the AI Action Summit in Paris (February 2025) was co-chaired with India and built on Bletchley Park (2023) and Seoul (2024); the US and the UK did not sign its declaration on inclusive and sustainable AI (2025 PYQ). India hosted the India AI Impact Summit in New Delhi in February 2026 (secondary sources).

- **IndiaAI Mission:** the Cabinet approved about ₹10,372 crore in March 2024 for compute, datasets, skilling and indigenous models; more than 38,000 GPUs have been onboarded as common compute for start-ups and academia (secondary sources). The National Mission on Interdisciplinary Cyber-Physical Systems supports *BharatGen*, a generative AI model for Indian languages at IIT Bombay.

## Quantum technology

- A **qubit** is the unit of information in quantum computing; unlike a classical bit it can be in a superposition of 0 and 1, and qubits can be entangled (2022 PYQ).

- **Majorana 1** is a chip introduced by **Microsoft** (not Amazon Web Services) that is expected to enable quantum computing with topological qubits (2025 PYQ).

- **National Quantum Mission:** approved at ₹6,003.65 crore for eight years; it aims at intermediate-scale quantum computers of about 50 to 1,000 physical qubits and has set up **four Thematic Hubs** at IISc Bengaluru, IIT Madras, IIT Bombay and IIT Delhi (2026 PYQ). Eight start-ups are supported (including QNu Labs, QpiAI and Prenishq), a concept paper for a quantum-safe ecosystem has been released and quantum technology B.Tech and M.Tech programmes have started with AICTE.

- **Outputs:** QNu Labs built a 500 km quantum key distribution (QKD) network, QpiAI a 64-qubit processor and the IIT Bombay hub launched India's first indigenous quantum diamond microscope.

## Semiconductors and How UPSC Could Ask Next

## Chips and compute

- A **fab** makes wafers; an **OSAT/ATMP** unit assembles, tests and packages chips. The **India Semiconductor Mission** was approved on 15 December 2021 with an initial outlay of ₹76,000 crore under the Ministry of Electronics and IT (secondary sources).

- **Plants (secondary sources):** Micron's assembly and test unit and the CG Power-Renesas-STARS and Kaynes units are at Sanand, Gujarat; the Tata-PSMC wafer fab (planned ₹91,000 crore, 28 nm) is at Dholera, Gujarat; Tata's assembly unit is in Assam; SiCSem's silicon-carbide project is in Odisha; and the HCL-Foxconn unit is at Jewar in Uttar Pradesh, which is why the pair 'HCL-Foxconn: Madhya Pradesh' was wrong in the 2026 question.

- ISRO and the Semiconductor Laboratory (SCL), Chandigarh produced **VIKRAM3201**, the first fully Make-in-India 32-bit microprocessor qualified for launch vehicles, made at SCL's 180 nm CMOS plant.

- **Challenges (Mains 2025):** very high capital cost, a thin supplier ecosystem for gases, chemicals and equipment, need for assured water and power, shortage of skilled engineers, and competition from established hubs; incentives and the 'design-linked' support under the Mission respond to these.

## How UPSC Could Ask This Next

- **Definitions:** qubit, superposition, entanglement, GAN, prompt, transformer, edge computing.

- **Capability statements:** what AI, IoT and quantum can and cannot do.

- **Programmes:** NQM, ISM, IndiaAI, BharatGen, Semicon India.
