 |
| Next meeting

 | 2-4 December 2026; minutes due 21 October

 |

- The meeting was the **63rd** (5-7 October 2026). The Governor said rate cuts are off the table in the near term and the next action can only be a hike or a pause. *Static:* the SDF is the floor and the MSF the ceiling of the corridor; the repo is at the midpoint, 25 bps from each.

- **Why the pivot:** the Governor's statement points to the West Asia conflict re-escalating in September, with the Indian crude basket averaging **US$116.1 per barrel in September, up from US$82.0 in July**.

- **External sector:** forex reserves **US$734.6 billion as of 2 October** (about 11 months of imports); current account deficit **0.5 per cent of GDP** in Q1; **FPI net outflows of US$10.3 billion** from April to 5 October; net FDI US$13.8 billion in April-August. The Q1 real GDP growth was 7.8 per cent.

- **Regulatory:** **NBFC-Account Aggregators interoperability by 31 December 2026** and a Technical Consultative Committee for Financial Markets.

## Economy: Inflation Jumps in September

Retail inflation reached its highest level in almost two years, which explains the RBI's change of stance.

## Economy: inflation jumps in September

- **CPI (12 October, secondary of the MoSPI release).** Retail inflation on the new series (base 2024=100) **rose to 5.54 per cent in September 2026 from 4.83 per cent in August**. **Food inflation (Consumer Food Price Index) rose to 7.74 per cent from 5.97 per cent**; rural inflation 6.08 per cent and urban 4.88 per cent. **Onion inflation 108.09 per cent** and ginger 62.85 per cent. It is the **highest reading since October 2024** and the fourth straight month above the RBI's 4 per cent target.

- *Link:* the August WPI (9.92 per cent) and the oil-price rise show that the shock is cost-push; a rate increase works mainly through demand and expectations.

## International Relations: the New Zealand FTA and the US Trade Deal

Two trade agreements, one new and one pending.

## International relations: the NZ FTA and the US trade deal

- **India-New Zealand FTA (20 October).** The agreement, **signed in New Delhi on 27 April 2026** by Commerce Minister Piyush Goyal and New Zealand's Trade Minister Todd McClay, **came into force on 20 October 2026** after ratification documents were exchanged. India's exports get duty-free access to New Zealand from day one, covering 100 per cent of Indian exports; **57 per cent of New Zealand's exports to India are tariff-free from day one**; a **second round of tariff cuts is due on 1 January 2027**; and New Zealand committed USD 20 billion of investment over 15 years (secondary). *Static:* it follows the India-UK CETA and the India-EFTA TEPA among India's recent trade agreements.

- **India-US (15 October).** Commerce Minister Goyal said the **first tranche of the India-US bilateral trade agreement had been finalised** and was going through legal drafting; it is not yet signed (secondary).

- **Ramsar sites (15 October).** Environment Minister Bhupender Yadav announced that the **Sukhna Wetland (Chandigarh) and Sauj Jheel (Mainpuri district, Uttar Pradesh)** were designated Ramsar sites, **taking India's total to 103**. Sukhna is a man-made reservoir at the Shivalik foothills **created in 1958 by damming a seasonal stream**; Sauj Jheel is a freshwater lake in the Ganga floodplain. The count was 98 after January (Patna Bird Sanctuary and Chhari-Dhand) and intermediate counts conflict across sources, so confirm against the Ramsar list. *Static:* the Ramsar Convention was signed in 1971 at Ramsar, Iran.

- **Nobel Prizes 2026 (secondary).** Medicine: **Karl Deisseroth, Georg Nagel and Peter Hegemann** (light-gated ion channels, optogenetics). Physics: **Francis Halzen** (IceCube neutrinos). Chemistry: **Henri B. Kagan and Kenso Soai** (asymmetric synthesis). Literature: Anne Carson. Peace: **Navi Pillay of South Africa, announced in Oslo on 9 October**, for efforts to promote peace and international law.
