Walk into a village in Rajasthan and one in the northeastern hills, and you'll find two completely different reasons why houses cluster the way they do — one about water, the other about terrain.
Rural Settlements — Types & Patterns
A human settlement is simply a cluster of dwellings of any type or size where people live, apportioning territory as their economic support-base. Rural settlements — sparse, small, specialising in primary activities — differ fundamentally from urban settlements — fewer but larger, built on secondary/tertiary activity, and functioning as economic nodes that exchange goods and services with their rural hinterlands via transport and communication links. Rural social relations tend to be intimate and stable; urban life is comparatively fast-paced and formal.
India's rural settlements fall into four types, shaped by physical (terrain, climate, water availability), cultural/ethnic (caste, religion, social structure) and security factors. Clustered settlements — compact, closely built-up, often in recognisable geometric shapes — dominate the fertile northern plains and northeastern states, and also arise for defence (Bundelkhand, Nagaland) or water-scarcity reasons (Rajasthan, where compact settlement maximises use of scarce water). Semi-clustered settlements form when part of a large village fragments away from the main cluster — often along caste/class lines, with dominant groups occupying the centre and lower-strata households settling on the outer flanks — common in Gujarat and parts of Rajasthan. Hamleted settlements split into several separate, commonly-named units (panna, para, palli, nagla, dhani, depending on the region) for social/ethnic reasons, typical of the middle-lower Ganga plain, Chhattisgarh and lower Himalayan valleys. Dispersed settlements — isolated huts or tiny hamlets scattered across remote jungle, hilly or fragmented terrain — appear in Meghalaya, Uttarakhand, Himachal Pradesh and Kerala.

Delhi's history as a city didn't start with the British, or even the Mughals — it stretches back further than most of the empires that have ruled from it.

Indian towns are classified by when they evolved. Ancient towns (over 2,000 years old, typically religious/cultural centres) include Varanasi, Prayag (Allahabad), Pataliputra (Patna) and Madurai. Medieval towns (roughly 100 of today's towns) mostly grew as fort towns and principality/kingdom headquarters — Delhi, Hyderabad, Jaipur, Lucknow, Agra and Nagpur among them. Modern towns emerged with European (chiefly British) presence — starting as coastal trading ports (Surat, Daman, Goa, Puducherry) before consolidating around three principal colonial nodes, Mumbai, Chennai and Kolkata; post-independence India has since added administrative capitals (Chandigarh, Bhubaneswar, Gandhinagar, Dispur), industrial centres (Durgapur, Bhilai, Sindri, Barauni) and satellite towns around metros (Ghaziabad, Rohtak, Gurugram around Delhi).
Towns are also classified by their dominant function — though no town performs just one, and specialised cities often turn multi-functional as they grow into metropolises. Administrative towns host government headquarters (Chandigarh, New Delhi, Bhopal, Gandhinagar); industrial towns run on manufacturing (Mumbai, Coimbatore, Jamshedpur, Bhilai); transport cities are either export-import ports (Kandla, Kochi, Visakhapatnam) or inland transport hubs (Agra, Mughalsarai, Itarsi); commercial towns specialise in trade (Kolkata, Saharanpur); mining towns sit atop mineral wealth (Raniganj, Jharia, Digboi, Singrauli); garrison/cantonment towns serve the military (Ambala, Jalandhar, Udhampur); educational towns grew around campuses (Roorkee, Aligarh, Pilani); religious/cultural towns owe their prominence to faith (Varanasi, Mathura, Amritsar, Puri, Haridwar); and tourist towns draw visitors for their scenery (Nainital, Shimla, Udagamandalam/Ooty, Mount Abu).
India's Census recognises a settlement as a town — even without formal statutory notification as one — if it clears three specific thresholds together: a population over 5,000, a density of at least 400 persons per sq. km, and at least 75% of its main male working population engaged in non-agricultural activity. Such "census towns" have grown rapidly — from 1,362 in 2001 to 3,894 in 2011 — reflecting real, on-the-ground urbanisation the older statutory framework hasn't fully kept pace with.

India's urban population grew nearly elevenfold across the twentieth century — and yet still remains, by global standards, one of the least urbanised major economies on Earth.

India's urban population share rose from just 10.84% in 1901 to 31.16% in 2011 — an eleven-fold increase in absolute urban population over the century — though the pace of urbanisation has genuinely slowed over the last two decades. Even so, this level remains comparatively low next to developed economies, a gap that continues to shape India's rural-urban development debate.
The Smart Cities Mission responds to this trajectory directly: it promotes core infrastructure, a clean and sustainable environment, and a decent quality of life, applying "smart" solutions — reducing disaster vulnerability, using fewer resources, delivering services more cheaply — within compact, replicable pilot areas meant to serve as a model ("lighthouse") for other aspiring cities, rather than attempting city-wide transformation everywhere at once.
But urban transformation cannot be considered in isolation — as UPSC's own 2015 and 2016 Mains questions on this theme make clear, "smart cities" and rural development are two sides of the same coin: without parallel investment in rural infrastructure, education and livelihoods (i.e., "smart villages"), unchecked rural-to-urban migration simply overwhelms whatever smart infrastructure cities build, undermining the very sustainability the Mission is meant to deliver.

As Indian cities have expanded, many have steadily reclaimed lakes, ponds and wetlands for construction, roads and other urban land use — a pattern documented most visibly in cities like Bengaluru, where dozens of once-numerous urban lakes have shrunk, silted up or vanished entirely under encroachment and unplanned development. The environmental consequences are genuinely serious and interconnected: reclaimed water bodies can no longer absorb monsoon runoff, sharply worsening urban flooding risk (the exact concern behind India's recurring "million-city" flood events); they no longer recharge groundwater, accelerating aquifer depletion; they destroy habitat for urban biodiversity and migratory birds; and losing a water body's cooling, moisture-retaining effect measurably worsens the local urban heat island effect.
This is precisely the throughline connecting three of this article's themes: unmanaged urbanisation drives water-body reclamation, reclamation removes a city's own natural flood buffer, and the resulting flood risk falls hardest on the same rapidly growing million-cities the Smart Cities Mission is meant to future-proof — reinforcing why smart urban planning must protect natural water bodies as core infrastructure, not treat them as land banked for future development.
